ANC 2G Public Meeting Guidelines
These guidelines ensure efficient, transparent, and productive public meetings. We provide clear expectations for all participants, foster respectful engagement, and maximize public input.
Order of Operations
Call to Order
The Chair will call the meeting to order promptly at the scheduled time.
Consent Agenda
The Commission will review and adopt the meeting agenda.
Approval of prior meeting minutes and Treasurer’s report.
Routine administrative matters and standard resolutions may also be included.
Items may be moved from the consent agenda to the regular agenda at the request of any Commissioner.
Community Forum (Announcements)
Presenters from the Mayor’s Office, Council offices, and District agencies may provide updates, with up to six (6) minutes each.
Members of the public may ask follow-up questions of these presenters.
Announcements from Commissioners and the public should remain concise and relevant to community issues, with individual speakers limited to two (2) minutes.
Business Agenda (Action Items & Presentations)
Discussion and votes on official business, including appointments, licensing matters, zoning relief, DDOT Notices of Intent (NOIs), and other regulatory issues.
Presentations from District agencies, applicants, or community members. Time will be allocated as follows:
5 minutes for the presenter.
10 minutes for discussion from the Commission and the public.
Comments from Commissioners and the public are limited to two (2) minutes per speaker.
The Chair or a majority vote of Commissioners may extend discussion time if time allows and new comments are being introduced.
Information Agenda & Closing Announcements
Important updates, upcoming events, and key dates.
The next meeting date will be announced.
Adjournment
The Chair will formally close the meeting.
How to Engage During Meetings
Engaging on Agenda Items
Attendees and Commissioners may provide input during the designated comment sections of each agenda item.
Comments from both Commissioners and the public will be limited to two (2) minutes per speaker, unless extended by the Chair or a majority vote of Commissioners.
Submitting Questions or Comments
Written comments may be submitted before or during the meeting via email at 2g@anc.dc.gov.
Questions specific to agenda items should be concise and relevant.
Respect and Decorum
All speakers are expected to address the Commission respectfully.
Personal attacks, disruptions, or abusive language will not be tolerated.
The Commission will remove individuals who are not engaging respectfully.
Guidelines for Presenters
Presentation Length
Presentations are limited to five (5) minutes, with time for Q&A included in the 10-minute discussion period.
Longer presentations may be accommodated with prior approval.
Materials
Presenters must submit any materials at least seven (7) days before the meeting to 2g@anc.dc.gov to ensure Commissioners and the public have adequate time to review.
Relevance
Presenters should focus on the specific agenda item or issue they are addressing.
Additional Notes
Robert’s Rules of Order
Meetings will be conducted in accordance with Robert’s Rules of Order to ensure orderly and fair proceedings.
Recordings
Meetings will be recorded, and minutes will be made publicly available.
